Lou Qinjian, spokesperson for the Fourth Session of the 14th National People’s Congress, stated that the Environment Code is China's second formal statutory code. The compilation of this code is neither a mere formal codification of existing laws nor a wholly new legislative initiative. Rather, it represents a systematic integration, consolidation, and elevation of the current ecological and environmental legal system—including its institutional frameworks, regulatory mechanisms, rules, and normative standards.
